Water and Climate Action Plan

Recode and partner Verde worked alongside frontline communities in 3 Oregon cities to document water-related concerns, lived experiences, and opportunities for equitable, community-based solutions. Through community listening sessions, a coalition assessment, and collaborative research, the project identified gaps in existing water governance and proposed innovative, community-driven recommendations across affordability, access, climate resilience, and livability. In Gresham, key recommendations were submitted for adoption into the city's Climate Action Plan, ensuring that community voice shapes the policy decisions that will define the city's water future. This report presents findings and solutions developed with, not for, the communities of Gresham, with the goal of ensuring water governance reflects the diverse needs of all residents.
